Edward Randolph Condemns Massachusetts Bay Before the Lords of Trade, 12 June 1683

  • Articles of High Misdemeanor exhibited against the Governor & Company of Massachusetts
    • They don’t follow orders according to the Charter & often exceed them
    • They made laws repugnant to those of England & when those have been pointed out, they did not repeal them as they said they would
    • They continue to tax non-freemen
    • They continue to make residents pledge an oath of fidelity to them & not to the King, despite being told not to do so
    • They’ve refused civil trials
    • They’ve obstructed the execution of the Acts of Trade & Navigation. They refuse even to recognize many of them. They’ve interfered with them & even gone out of their way to avoid them or abuse them
    • They impose tariffs on goods coming from England – found previously to be illegal but they continue to do it
    • They’ve opposed the King’s commissioners despite their claims of loyalty. They’ve claimed their General Court to be the supreme court of the Colony. They received Goffe & Whalley, assassins of King Charles I, with honor & protection
    • They have not administered the oath of allegiance to the King to the inhabitants as required by law & their charter
    • They’ve invaded the rights of the Duke of York, Lord High Admiral, by establishing their own Admiralty Court
    • They put down & discourage members of the Church of England, forcing them attend their own congregations at pain of penalty
    • They coin their own money
    • They’ve committed loads of other crimes in contempt of the King. Agents of the King have not been allowed to execute their offices.
